I have a grandfather who is anything but computer literate and shells out tons because of going places he shouldn't. I'm going to block popups and ads but I need to know how to stop downloading other browsers

Solution
You can use THIS to block sites within Chrome, so you can block every download site for other browsers. You can also edit the Hosts file (Seen Here) to block URLs. Or, you can block sites in his router's settings.

edit: personally, I think the router option is the most effective and least annoying to do, so I'd go with that. The page should look something like this: http://i.imgur.com/voIJwuY.png

It should be noted that blocked sites usually have to be manually entered in and doesn't work when visiting a new site. Also, I once read that when you start blocking websites, your browsing speed will start to diminish dramatically if you have too many sites because it has to check each domain on the list before proceeding. Just letting you know.

Plus you have to factor in the possibility of a different browser being downloaded and installed from some "download manager" of a totally different but free program or game that are sometimes sneaked/packaged in.

Why does he have an account that can install things?
Set up a standard user, and don't give him the admin password.

That's true. I'm sure there must be a happy medium. Prowlcorp, does your grandfather need to install anything? If not, you may as well do what SBM suggested and just remove admin privileges from his account. Also, this is only semi-related, but I recommend installing the Remote Desktop Chrome extension so you can access his computer from anywhere and fix stuff on the fly.

Sadly doesn't work to prevent people from installing chrome and other chrome derivatives, since those install on the user profile even in limited accounts.

The best course of action is education, explain why he should never download other programs and make sure he follows through with it. After that, you need the professional editions of windows, which will let you make group policies and custom tasks that prevent the install of certain software, simply by automatically deleting files associated with those browsers the moment they show up.
