How do I get my task manager graphs flat for my cores?

I don't remember where, but this YouTuber said that in order for your CPU to be at it's peak performance and without much stress, you're looking for flat(ish) logical core graphs in task manager. Mine have a bunch of spikes in my cores (pictured here) and is constantly running at full turboclock. I could use some help bringing that down, because despite knowing the limits and safety areas of my PC, the unsteadiness of the usage makes me uneasy. Any CPU experts out there who can help me with this are awesome! Here's my system, for information purposes:

Aorus X7 Pro Gaming Laptop
----------------------------------------------------------------------------------
i7 4870HQ (constantly running at max frequency for some reason)
16GB DDR3L-1866
SLI GeForce GTX 970M (3GBx2)
512GB SSD for OS and Progams, 1TB HDD for Media Storage
Not sure what else to include, but yeah.

Those 'spikes' are merely when the CPU is doing something more than it did 0.5 sec earlier.

People on youtube say a lot of crap. This is some of that crap.
you have some false information. first dont try to get the graph flat. your cpu needs to preform tasks to keep your computer running smoothly and this activity is seen as spikes in the graph. the more powerful the computer the smaller the spikes will be because just running the os will be only a small fraction of what its capable of but every computer running a typical os will have that. next go to your bios and see if intel speedstep is enabled. that is what allows the cpu to decrease frequency when not under stress.
