GTA V Bad FPS on high end machine

Hey all,

My specs are:

MSI R9 390 8GB, i5 4690k 3.5GHz, MSI Z97 Gaming 3, 750w EVGA Supernova Gold, Kingston HyperX Fury 16GB 1886MHz Heatsink = Arctic Cooling i30.

So in GTA V on very high, I get maximum 40fps and as low as 25fps in some areas. I even downgraded the graphics to High and got around 50fps. My friend has a 760 with a less powerful i5 and gets 60fps on High settings.

This vid shows the same GPU, a weaker processor and less RAM getting higher frames than me on Very high settings (he gets around 60fps minimum most times and 80fps max). My GPU drivers are up to date and whilst running the benchmark of GTA V on very high, I took some readings:
CPU usage was around 85.5% on average, CPU temp. was around 52c, and GPU temp. was around 72c.
I have no idea whatsoever what is wrong, I'd appreciate any and all help!
Thanks.

Also: I run Windows 10 64bit - is this a potential problem?

This could be like pulling teeth to figure out a possible issue but start small. Have you updated all drivers ( I saw your GPU drivers are up to date) and have windows 10 up to date as well? Is GTA V on a SSD or a Regular HD if on a regular HD what brand is it?

Edit:When reading over GTA V and the new crimson drivers revert back. Apparently the newest crimson drivers are having some issues with GTA V and Fallout 4

Windows 10 is up to date and GTA V is on my SSD (SanDisk 240GB). I see that there is a problem with crimson drivers, but I literally lack no knowledge in uninstalling drivers and installing new ones, so any idea how? A bit new to this stuff.
Thanks for the reply.

Honestly try reverting back the driver to the 15.11 not 15.12. See if that works cause that's what I'm reading from other posts. Use the link I provided click the 15.11 beta 7. To uninstall drivers on windows 10 right click the windows button click control panel, then click program and features then just uninstall everything amd/ati graphics driver related. Then restart computer yes the resolution will be bigger but don't worry just resize it. Then use the link reinstall the older drivers restart comp again and try gta v again

What other triple A games you tested? were you satisfied with its performance?

Sorry I accidently clicked solution!!!

This occurs in Dying Light too. On max settings, I get around 40fps, while my mate with a 760 gets 60fps constant at Very high.

ALSO: I rollbacked my GPU drivers from 15.12 to 15.11 and that didn't seem to do anything. I'm really stuck, any other ideas?
Thanks.

Unselected it.

Which model of evga is that PSU?

Make sure you have connected your card in the right PCIe Slot.

Wow, after turning it down Iget 70fps on very high settings. But how comes the vid I linked shows the guy with worse specs than me but same GPU getting great fps with it on. So are there other drivers I can use or??
Please reply!
Thanks.

For some reason as soon as I click reply, it makes your answer the solution then takes me here. Sorry.
Anyway, the PSU is an EVGA Supernova G2 750w. I doubt it's the problem as in games like Arma I get constant 60-70fps on max settings.
My GPU is in the PCIe 8x slot. I did this because for some reason my card isn't recognized by the motherboard when it is in the 16x. Someone already told me however this has little to no difference in the performance because the R9 390 is high end.

Your PSU is good.
Strange your card is not working in x16 slot, maybe a bad board.
Anyways,i'd suggest checking your Card in another PC,if issue is still there, call manufacturer for replacement.

Can't check in another PC unfortunately ;(.
What are the odds of either the board being bad or the card?

Imho I'd say board before card. In that again imo the card should not show video or would I think crash a mass amount.

Argh that solution stuff is happening sorry.
My board has only 1 x16 PCIe slot.

Omfg i've been an idiot. Thought it was a x8 when it was x16 smh... Yeah the board has 2 x16 slots, my first x16 slot doesn't recognise the card whilst the second one (which I thought was x8 omg lol) recognises it.

Honestly debating whether to replace board or get another maybe.

Are both x16 slots PCIe 3.0's?

Forget about the PCIe,it has nothing to do with your issue, but as the first PCI-e lane isn't working i won't overlook it and try to RMA the board.
As for now, call your GPU manufacturer and let them know about this issue.
Temps are fine, drivers are latest,No bottlenecking. Your card shouldn't be behaving like this.
