Massive FPS drops after installing new CPU cooler, and even after reinstalling my old one. Tried multiple things to no avail.

OS is Windows 8.1, my Nvidia drivers are v. 358.91.

This all began a couple days ago, when I took my computer down to install my new CM Hyper 212 Evo.

The new cooler is doing it's job well. My CPU never goes above 40 C. But now, I'm getting major FPS drops in all games that turns them almost unplayable. I had a save of Fallout 4 at my settlement, used to get 50-60 FPS there but now I get 30 MAX, usually 10-20 with stuttering/freezing every couple seconds.

So I tried GTA 5. I was in Trevor's house, used to get 60 fps in there, now barely 30, with the same stuttering issues along with it.

Every game I tried had noticable stuttering. I tried Fallout 1, the original, the one from 1997, and it was still stuttering.

I looked some things up and found out my motherboard has no VRM heatsinks, and other people having the same issue (installed new cooler, FPS drops, one guy even had the exact same motherboard as me) were told their VRMs were overheating. it was possible that the new cooler wasn't directing enough air to my VRMs to keep them stable. So I put my old stock cooler back in. It made no difference.

The CPU clock never gets throttled during this; it always remains at 3.5 or 3.9 GHz. The VCore doesn't drop, either; it always stays at 1.284-1.296 V.

I'm a bit at the end of my rope now. Please help me out here. I have a feeling I'm just going to have to drop $100 on a new motherboard in the end, but I'd still like to find some way to delay the inevitable.

Things I have already tried:

  • * Installing Enzotech MOS-C1 heatsinks on my VRM MOSFETs.
    * Placed multiple 120mm fans on the top and front of my case to provide cooling.
    * Opened the left side of my case to let more air in. At one point I literally had a giant fan on full blast pointed directly at the VRMs, but that did nothing as well.
    * Disabling/enabling Load Line Calibration in my BIOS.
    * Deleting all Nvidia drivers with DDU and reinstalling them.
    * Setting my CPU to stock clocks and voltages (right now it's at 3.9 GHz @ 1.284 vcore)
    * Swapping the GTX 970 with my old Radeon HD 7850.
    * Reapplying thermal paste twice.
    * Disabling/enabling all power-saving features in the BIOS.
    * Reseated GPU, RAM, and various power cables.

I don't think this has to do with the CPU cooler then.

I've had one of these werid situations where I change something and something is messing up yet what I changed isn't what is wrong.

Update anything recently?

Last thing I updated was my Nvidia drivers to the latest version, and this was after the problem started in a vain attempt to fix it.

Then you could try going back to the previous version of the driver (if possbile) and see if that fixes your issue.
 
You said " took the computer down to install the 212evo" Does this mean you gave it to someone to install the new cooler or what? Try resseting the CMOS and upgrade the BIOS driver. 970 chipset motherboards really need the latest drivers for Vishera CPU's

Means I shut it down and installed it myself.

I am on the latest BIOS version for my motherboard, v. 2601.

That's what I'm doing right now. I doubt it will help any, though. I really feel like this is a hardware issue.

Just came back from a complete clean reinstall of Windows. As I expected, it has not solved the issue.

There is nothing wrong with the pins on the CPU, I can guarantee that. I have not taken it out of the socket since the day I put it in over 2 years ago.

Wait a minute, false alarm! The clean install DID fix it! Thank you!

I really did feel like this was a hardware thing, and it sure did look like it when I was still having FPS drops after installing most of my drivers, but just a restart and installing a few Windows Updates (probably drivers) fixed everything.
