Power Supply Consumption Question

Hello,

1. I want to know if PSU is 400w does that mean that Power Consumption will be 400w all the time when computer is running?

2. I noticed some CPU consume 65w and some consume 91w (i7 6700k) and Now my question is lets say I've i7-5820K which consumes 140 W, if I have 450w power supply and I run my computer, will it consume 450w all the time till it is running or does it consume only 140w?

1. No. It can supply up to 400W DC, which at at 80% efficiency means 500W from the outlet - the extra 100W is heat.

2. The CPU has a TDP of up to 65W, 91W, or 140W. In reality an idle CPU uses almost nothing - I have a 45W Core i7 mobile CPU that uses 3W when idle, for example. Which is to say that a CPU doesn't have a fixed amount of power it uses - it depends on the computations its performing to determine how much power it needs. But with the 5820K, if you are running some video encoding then it's 140W and if you're staring at a desktop with nothing running, it's probably <10W.

The same is true of graphics cards - in 2D environments they use almost nothing. When you see something rated as needing 150W for the GPU, that's under gaming or CUDA applications. Even hard drives do this - spun down, they consume almost nothing but while spinning they can be 10W. SSDs also do this.

I can't express how happy I'm after reading your reply, it seems like somehow universe told you what I was really concerned about 5820K power consumption. Thank you so much :)

Let me ask you, currently my PC has:
PSU: 250w
CPU's TDP: 65w

as you can see it's pretty much decent power consumption (my electricity bill is quite acceptable) and now I'm planning to build a new PC for video editing and after doing research I found these:
i7 4790K 88W
i-7 6700k 91W
i-7 5820k 140W

are the best CPU for this type of work. Though I still have to choose one of them but the biggest thing which was holding me back was power consumption, in case if I go for i-7 5820k which has TDP of 140W and in case, if I go for this CPU and use PC for 2 hrs for video editing and rest of the time for surfing or other basic work like writing then i hope my electricity bill won't go crazy? isn't?

FYI: I do not play games :)
