When optical drive is plugged in, OS won't load

I just built a computer for my little brother and I want to give it to him on Christmas. I have one problem . After installing Windows 10, I realized I never plugged the optical drives sata cable in. I turned off the PC, plugged it in and when I turned the computer back on nothing happened. No mobo splash, no windows, just black. Can any one help?

What is boot priority set to in the BIOS? Make sure the HDD is first and foremost. But as for not even seeing a POST, that is strange. Can you unplug the optical drive to verify it works with it out?

Yes, I am using the computer right now with the optical drive unplugged. In the boot order, the HDD is first.
