Something is going on with my FX 6300 and R9 390

Hi guys so i recently went from Nvidias gtx 760 to amds r9 390 and i have been having fps drops in my games. In Fallout 4 when i look in certain areas it will drop to the 20-30 fps and in gta 5 it will drop down from 60 fps to 30-40s if im at 1080p but in singleplayer where it isnt snowing i get stable 30-40 fps at 3200 x 1800 resolution. what gots me confused is my cpu usage when playing these games is between 50 and 70 percent and the gpu usage is almost always at 100 and this is a good gpu. do you guys know whats going on?

I'm not sure I used task manager to monitor the usage it just showed the usage of the cpu overall. Used MSI afterburner to monitor usage. Yep cleaned out the drivers with DDU. Just installed Windows 10 gonna see if it helps with performance

Well still got drops here and there. Shouldn't it be solid 60 on this powerful card? Nvidia must be paying these game developers to make the latest games run shitty on amd gpus which isn't fair for us amd users
