1920x1080 IPS Monitor or 1600x900 TN Monitor

I've never really cared about my displays, but when I realized I needed a new one, I was completely lost.

My budget is at around $100 and my current picks are these:

My main deciding factor with which one I will get is whether or not my pc can even handle 1080p gaming on high with the HP monitor period.

My current rig is an r9 270x GPU, i5-2400 CPU, and 8 gb of ddr3 1333mhz ram.

I mainly play Dota 2 and Warframe, but I still want to play the occasional AAA game well.I usually max out everything but would I even be able to play Battlefield 4 or Dark Souls 2 on atleast high on a 1080p monitor, or should I just go for the 1600x900 Spectre monitor?

Also is the ms difference between the two monitors that significant? Half the people I hear say that the gap in ms between a TN and IPS monitor is huge, but others say that they can't tell the difference. I'd really like some non-generic answers on that one because I'm a tight budget and even shipping would screw me over if I had to return the IPS monitor because it might be too sluggish.

Solution
Go with the IPS panel simply because they look much better than TN. Don't worry about response time as the IPS only has 2ms slower, which is next to imperceptible to the human eye.
