what should I upgrade to help framerates in games like fallout 4 and witcher 3 I have around 200$ to spend

ASUS RADEON R7 370 4gb ddr5 (I have a crossfire bridge but no other card)

I'd say your CPU is holding you back far more than your GPU, since it's a first-gen FX processor and those are quite a bit worse than the second-gen Piledriver-based processors. My recommendation would be to get either an FX-8350 or FX-8370, which'll get you that newer architecture, double the core count and cache, and higher clocks to boot. Pricing is $170 and $200 at the moment, respectively, so the 8350 is a much better deal.
