Low FPS in most games after upgrading to Sapphire Radeon R9 290

Today I installed a new Sapphire Radeon R9 290 (upgraded from an ASUS Radeon R9 270) and in most games, I've noticed a considerable DROP in FPS from what I got on my 270. CSGO won't even go above 40 on max, whereas on my 270 it would hang around 150. Any ideas? I've already uninstalled/reinstalled the drivers.

Specs:
Sapphire Radeon R9 290
AMD FX-6300
MSI 970A-G43 mobo
Seagate 2TB hard drive
Old laptop hard drive 250GB

I own the same graphics card, and I had FPS problems as well. It's most likely a driver issue, but it could be a dud. Try this.

Download DDU:
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
When opening, it will ask to boot in safe mode (do that)
Click on clean install.
Download and install the latest drivers from: http://support.amd.com/en-us/download?ipromo=RSCE-download
Reboot your PC.

If this does not solve your issue. I would contact AMD. Or send an RMA request to where you bought it from.

It stays around 65 celsius so I don't think that's the problem. And it's just constant. CSGO (idk why) has gotten considerably better but games like Wolfenstein/Crysis still can barely run on low and mid settings.
