Does ram frequency really matter?

If i had my gpu and it had for example 2gb vram. If i played a game and it exceeded the 2gb vram limit and it would be using RAM as the memory next. If i had lets say ddr3 1333mhz memory vs ddr4 3200mhz ram would the ddr4 act more as gddr5 memory because its almost as fast right? Or would the ddr3 1333mhz ram act the same or slower and laggier and make a difference.

RAM frequency most matters if you are messing around with software that creates visual effects , environments ( like adobe products etc.) .
On the-other-hand DDR4 vs DDR3 , DDR4 it is for sure faster than DDR3 but none of them cannot reach the frequency of a GPU's VRAM

I suggest you that you should check what DRAM frequency you CPU best supports , usually Intel supports 1333 and AMD 1866 in DDR3 ofc. DDR4's frequencies are too new for the most CPUs

To be clear , the point is that you should 1st check your DRAM to be compatible with your CPU than your GPU
