High Ping Spikes

So, recently I've been having problems with my internet, I cannot say when this first started happening, but it didn't always happen. Around a month back, I noticed my ping in games like Counter-Strike jumping from 32 (Constantly) to 500. I did some tests recently that included pinging my router, and pinging google. My ping to my router is fine (As seen in the picture), but my ping to google is constantly spiking. This happens on wired, and wireless connections, I've built a whole new PC, I've re wired my network setup (Having my Router connect to a network switch, and then send all the other connections out through there) to eliminate any hops between the network, and at last I'm still having the problem. My next step is to change ISPs or at least call them to send someone. If anyone has any idea why this is happening or what is causing it, please let me know.

Some Info:
ISP: Rogers (Canadian Company fairly big)
Plan:
Upload: 350 MBPS
Download: 10 MBPS

My ping to my router is constant, but to google it is awful, and inconsistent (Some times its 30, some times it ranges from 30 to 3500)

Yea, I have heard troubles about Rogers and other large ISPs, I'm currently on Bell Canada (Another Large Canadian Company), they give me Ping Spikes too. Have you tried increasing the power usage of the modem? Because that can sort of help. Or try asking for a new modem, because that works too.

Kind of sad it is happening to Bell too, I was about to switch to their 1 GB Down, 150 UP Plan. I think im just going to call rogers and have them send a technician

That could be a great idea to contact Rogers, because they should help you. If that doesn't work, try switching your modem or just switching to another ISP.
 
What you really want to do so they don't blame google or something is run a tracert and run simultaneous pings to your router and to the second hop in the trace. This is the ISP router on the other end of the connection that goes to your house. It will clearly show that the problem is not in your house but between your house and the ISP.

Since I suspect this is a cable modem, you can see issue like this when the cabling inside your house has issues. Make sure all the connections are clean and dry. Make sure you have the modem connected to the very first splutter as the cable comes into your house. You can try to disconnect all other coax connected stuff...ie cable/tv boxes just to be sure.

If you get a tech with 2 cents of brains they will know that it is their issue.......then again they will likely tell you to turn the power off and on :(

The second hop in the tracert comes out as request timed out :p
