CPU Upgrade or GPU Upgrade for Arma 3?

Title says it all. I don’t play many games, but mostly Arma 3, so I would like to upgrade the side that would give the best performance for that game (either GPU or CPU upgrade). I will eventually upgrade both my GPU and CPU however until then I can only afford to upgrade one side.

I am currently running an AMD FX-6300 3.5Ghz for the processor, and an Asus Radeon HD 7750 1GB graphics card.

I have made two lists, one for the CPU upgrade, and one for the GPU.

The CPU Upgrade would include:
-Intel i7 6700 3.4Ghz
-Asus Z170-AR Motherboard (Mainly choosing this for its white accents to go well with my case)
-Kingston HyperX Fury 2x8GB DDR4 2400Mhz


The GPU upgrade would include:
-Asus GTX 970 Strix 4GB
-Corsair CS650M Power Supply


(If any of you have any better upgrade recommendations within the same price range of what is stated above please let me know too)

I have done some research and found that Arma 3 is CPU Based, however on another thread I read that you can test whether you need a new GPU buy changing the video settings in the game and looking at the FPS difference. On Arma 3, there is a difference of about 60 FPS when changing from ALL LOW to ALL ULTRA/HIGH, which makes me think it it my GPU that needs upgrading, however that alongside the other threads saying the game is CPU based makes me confused and I don't know what to think.

Any help will be greatly appreciated.

ARMA 3 is incredibly CPU intensive, so I would definitely want to upgrade the CPU. However, the 7750 is no prize winner either. If I were you I would upgrade the CPU, motherboard, and RAM, then sell your old CPU/mobo/RAM and the 7750, and pick up at least a 750 ti. Since you were going to buy the new CPU/mobo/RAM already, surely you could make enough from selling everything online or locally to pick up the 750 ti.

Upgrading just the GPU will do nothing to raise your performance floor. The FX-6300 will still perform poorly in ARMA 3 regardless of what GPU you have. Everything will just look prettier as you chug along at 35fps.

This is a pretty solid solution. I would tweak it a bit and get the new i3 6100 with an AsRock Z170 and an aftermarket cooler, and overclock the 6100 to ~4.5Ghz. Then get the 750ti. The cost would be the same, but OP would enjoy higher framerates. Visual quality would have to be lowered to ~Medium, but the game looks beautiful even on Medium settings, and the GPU could be easily upgraded later.
