New System is not booting up

Hey Guys, I've assembled a new system,
It's specs are as follows.

CPU: i7 6700K
MotherBoard: MSI Z170A Gaming Pro
RAM: 16GB Gskill Trident DDR4 3200MHz
GPU: Asus Strix GTX 970 OC Edition
PSU: Corsair CS750M 750W
SSD: Samsung 850 EVO 250GB
CPU Cooler: Corsair H100i GTX

Now with this build i'm facing a strange issue.
When I boot up without GPU Plugged in, it boots up.
But as soon as I insert the GPU in PCI-E slot system failed to boot (Even if I don't plug in the 8 pin power connecter of PSU).

I'm confused, is it the PSU or GPU or MotherBoard which is causing the issue?

Help me out here guys.

Thanks for the response.

Tried it. still no luck. even if i simply connect the GPU to motherboard without power cable, it won't boot but fans on GPU starts spinning in both cases (with & without 8 pin power). Is there's any settings in BIOS for it?

one more thing i want to ask, is my PSU is sufficient for this build?
