Stuttering sound, fps drops/bad fps - good pc

Hey guys, hopefully you'll be able to help me on this.
I have my computer since 6 months, problems came out of nowhere.
Issues:
Sound stutters sometimes (even in pretty old/ low games example - WORMS)
Sound stutters fps become worse (10 fps less, sometimes 50 fps less, sometimes freeze)
Games which should at least on 144 FPS run on 40. Example - old PC same GPU - 240 FPS - new PC same GPU - 40 FPS.
Sound stutters/PC Lags even in normal usage(like chrome, few tabs open)
Checked the CPU usage on this stuttering, sometimes it goes up to 100, sometimes it's the same value as before (lets say 30) and nothing else happens.

What I've tried:
Antivirussystem
Driver-Update

Specs:
AMD-FX-6300
Palit GeForce GTX 970
16 GB RAM
MSI MS-7693 Motherboard
120 GB SSD
1 TB HDD
Windows 10 Pro

Honestly Windows 10 has its fair share of issues, I am still working on figuring out why I lose audio randomly but works after restart/shut down. As for the lag issue that could be many things from virus' to a faulty driver install a bad ram stick or graphics card, though the last two I mentioned I really doubt. Start simple try disabling the audio enhancements then do a full nvidia/geforce driver removal and then reinstall them again.

Driver re-install, disabled Audio Enhancements, scanned the entire PC with 3 different antivirus.
PC was working for 6 months perfectly, no issues, nothing. It just came out of nowhere.

If it's some sort of important:
C: 43 GB left (System)
D: 113 GB left (Games)
E: 2,58 GB left (Only drivers)

So then when you put the GPU in the old comp your frame rate increases, also with old pc do you take the ram from your current pc along with the psu and use it in the old pc? I'm thinking your using the on board sound card?

My old PC was sold to my best friend which lives 2000 KM away, so I can't really try it.

I mean - I have guarantee on my computer. I let it build by a company, but I don't want to send them the computer since it takes ages to get it back + I'm kinda disabled and it's the only thing which I can do at the moment.

Trying to find a solution by myself.

And yes I do.

The problem is completly random.
Like it happend few minutes ago >
Been on skype, had around 10 tabs in Chrome, typed something on youtube and it was delayed.
Typed everything as fast as possible and the letters were coming one by one.

GTA V as an example > constant 60 fps +, suddenly it's 60, then 40 sometimes even 20.

What cooler do you have on your fx 6300? also, what brand and type of cooler is on your 970? The FX 6300 thermal throttles at 74 degress C tested it myself. and it shuts down around 80c something, I pushed my Fx 6300 all the way to 4.9ghz at 1.44v just to test it out. Backed off to 1.392 @ 4.8ghz reaching 68 on prime 95 never going over 50 in games so. Check your cooler. It would make the same sound issues in game and stuff when it thermal throttled.

Special edition of the Alpenföhn. My CPU didn't even hit the 65 degrees mark while loading a shitload of minecraft or driving GTA V with modded speed through the entire world.
But thanks a lot for the advice!

Also if you're overclocked, take it maybe down a notch. Itll be a minimal loss but a huge gain in cooling if thermal throttling is the case in this issue. Just make sure to bring down the vcore as well a tad as well.

Games which should at least on 144 FPS run on 40. Example - old PC same GPU - 240 FPS - new PC same GPU - 40 FPS. <--- what did you mean by that? Do you mean games that SHOULD run at 144 fps, run at 40? And some games run at 240 fps like older games, while newer games run at 40?

1 week ago games were running on constant 144 FPS, all of a sudden they won't even climb the 50 fps-mark anymore.

Even Worms Revolution runs sometimes at 10 FPS. WORMS.
