Upgraded graphics card, fans don't spin and the card isn't being detected

Hi there, I just upgraded my CPU and GPU. I upgraded my CPU from the Fx 6300 to a Fx 8350 and my card from the AMD Radeon 7870 to the EVGA GTX 960. Since booting I attempted to set up my dual monitors display but I could not find the program for it so after checking my system specs in control panel I noticed that the graphics card was not being detected and that the fans were not spinning.

my PSU is 500w which I thought was the problem but I know that the new graphics card requires less power than my old one. So I have no idea what to do...

Send help.

display cable is attached to the PCIe slot card and not I/O backplate?
if so, card is obviously being used since you are getting display at all.

try Device Manager > "Scan For Hardware Changes".

try uninstalling/removing the old CCC or Crimson Radeon software using AMD's tool: http://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx.
then installing the newest GeForce package: http://www.geforce.com/drivers.

A fx 8350 doesn't have a gpu. So there is no port video output port on the motherboards I/O backplate.
