What monitor are you using? Is it a 144hz or more? Does is use free sync? That stuttering is one of tht reasons they came up with free sync, for the monitors that use higher refresh rates while gaming.
I'm currently using 75 hz, maybe lowering it to 60 will work

also install msi afterburner and turn on temp monitoring of the cpu and gpu in the OSD

Full specs:
PSU : 600 watt EVGA 80+ certified
Mobo : Some asrock motherboard (I have no idea what the model number is)
GPU : r9 280x
CPU : fx 8300
Hard drive : Western Digital Blue 1 tb
The temps used to go to 86c/normal temperatures and I thought that 86c was a bit high so I opened up the case and then came the stuttering. I found that weird because opening a case doesn't cause stuttering, that's not normal. The temps now go to only 70c while playing so I thought that maybe the card started to thermal throttle. I have no idea, I just need this fixed
