Two ISPs in the same network possible setup

In my home I have 2 ADSL connections (2 ISPs), with 2 routers.Let us say that the main network is 192.168.20.0/24 and the first router has the IP:192.168.20.254.
I am thinking of connecting the second router in the same network,, disabling first the DCHP server and giving it an IP:192.168.20.253.
After that I believe that I can occasionally (e.g. when I download a torrent on a specific PC) to setup the second router(192.168.20.253) as a gateway for this PC. If I do so, will this PC be visible in the network?

It depends on what you understand as "visible in the network".
I assume you mean "Can i access the shared folders from another PC, or ping to another PC in the network 192.168.20.0/24?", then the answer is yes, you can.
Why? Because 2 PC's in the same network don't pass through the router to contact eachother. But keep in mind: you need a switch connected to both your routers and your PC's to do this.
