High (80+%) Memory usage on 16GB RAM Laptop

Hello everyone, I am having quite the conundrum. My laptop has 16 GB ram yet for some reason it is hovering at about 80+% usage constantly, around 12-13 GB. I have used several anti-virus programs such as Malwarebytes, Avira, etc, and have found no viruses.

Sometimes I also have high disk usage, but that is usually only after startup and the problem fixes itself 8/10 times.

Have you recently upgraded to Windows 10 from Windows 7 or 8(.1)? I've seen a lot of people have this issue after updating to Windows 10. The only way to fix the issue when this happens that works totally 100% is to do a clean install of Windows 10 after doing the upgrade through Windows Update (to ensure license carries over).
