stuttering in all games with high fps

I have recently been getting strange stuttering in all my games (including single player games, no this isnt a ping issue), regardless of my fps.

For example I have been playing CSGO capped at 125fps on a 60hz monitor for over 2 years, and its been as smooth as a 60hz monitor can possibly be, but recently its just started being very stuttery and unplayable for no apparent reason. I'm using the same hardware and settings I have always used.

I have tried re-installing windows and of course all drivers. I have tried different hard drives for windows, different gpus, re-applying my thermal paste, nothing seems to be working.

I'm using an fx 4170 over-clocked at 4.7ghz (this has been stable for 2 years playing the latest games with no problem) with the HD 7870. I'm using corsairs H55 water cooler for the over-clock.

I have however noticed that the problem gets greater or lesser in proportion of how high the overclock is, but still remains at an unplayable level at stock clock speeds.

I'm completely out of ideas, if you have any suggestions please let me know, before I'm forced to upgrade my cpu and mobo to play games I could already run perfectly :/

I'm aware that my build is not amazing, but I'm only wanting it to run as well as it has done for the past 2 years.

This sounds like it is more likely a GPU problem than anything else. You might need to upgrade your PSU if you want to get a new GPU. I would recommend an R9 380 and an EVGA SuperNOVA G2 650w for ~$300, or an R9 390 and the same PSU for ~$400.

I've tried diffrent monitors, and different cables. Same problem.
I just tried yet another hard drive, still no good.
I'm completely lost, seems like I've tried replacing every bit of hardware, it's getting quite aggrivating.
