Radeon 9600 Pro upgrade or rebuild?

hey guys i built this computer awhile back and im starting to run into some problems with my video card not being up to par to play some of the newer games. im not really up to date on whats new and whats what so im just asking for some advice, primarily question 1: is it worth it for me to just buy a new graphics card? and question 2: if not would it be more feasible to just build an entire new tower? im not sure how out of date mine actually is. i have about $800 - $1000 i can spend if need be but id prefer to do it as cheaply as possible. anyone have a build they would recommend in that scenario?

With 1000$ or less you can actually buy a really nice PC from 0 ( not an overkill one, but pretty decent). I would sell the parts that you already got to get a little money and buy a PC from 0. Also, in what resolution do you play?

Hey guys, sorry I'm not sure what i was thinking of four the 9600 pro maybe that was my last system. Lol the 5770 is what is in there. As for resolution it varies, i play a lot on a vintage everquest server and i have no troubles there. But i recently picked up sword coast legends and have a lot of graphic issues on every resolution i tried. I'm also looking to pick up fallout 4 so I'm just not sure what my best option would be
