If you are on Windows 7, right click your desktop and click Personalise, you should then select 'Windows 7 Basic'. You will need to reapply your desktop background if you are using a custom one. Aero is basically the windows being slightly see through, that's the best way I can describe it. Disabling it can help with performance on certain configurations.
You should get 30ish fps on low/medium settings from what I can find with youtube benchmarks, the CPU may help you out though, if I remember correctly, the CPU optimisation is what holds the performance back in this game for me.

What about if i am running windows 10?
Would you recommend me buying more ram as well ?
I'm not sure if Windows 10 has Aero, I don't think it does though.
8GB is fine for 99% of games, buying more wouldn't be worth the money in my opinion.

Try using DDU to reinstall the latest graphics driver. Also check you haven't plugged your monitor into onboard graphics.
