Asus ROG Maximus VIII HERO new build, no post, error code 99

Hello, I am working on a new build for a friend. The parts I am using are:

MOBO: ASUS ROG Maximus VIII Hero
CPU: i5-6600 3.5ghz
GPU: ASUS GeForce GTX 960
SSD: Samsung 850 Evo 250gb
HSF: Cooler Master Hyper 212 Evo
RAM: G.skill ddr4 2133mhz 2x4gb
PSU: Corsair 750M

I have been getting the the 99 error code on attempts to start up, with no POST achieved. Here are my attempts at a solution:

1. Installed CPU onto MOBO, added appropriate amount of thermal paste, added OEM intel heatsink, plugged in fan. (I tried this with the Cooler Master Hyper 212 evo as well, and got the same result)
2. Attached PSU power to 8pin and the 24pin power sockets. Verified I did not accidentally use PCIe instead of ATX power.
3. Put in ram in slots 1 and 3 (verified they were in, because without ram, I would get the error code 53 for no ram detected)
4. Connected monitor to integrated graphics via HDMI. I also tried with the GPU installed (GPU had the 6-pin ATX cable attached) but encountered same issue.
5. After pressing the power button, would get error codes b2, b6, and 99, with boot device LED on amber. CPU fan would run and then turn off when error code 99 is displayed.
6. I also tried to the clear CMOS with the little red button on the MOBO, as well as taking out the battery.

I have built two computers before, and I have not had this problem, so I am not sure what I am missing.

Any tips on what I should do next?
 
Hi, Try leaving only CPU and CPU cooler installed, 24 and 8 pin power cables connected, single RAM stick inserted. No other components, or cables, not even the front panel ones, monitor, keyboard a.s.o.
Start the board by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power button.
If still 99, power off and test different slot.
If still no go in all cases, try removing the CPU and check the socket if any bent pin.
Try posting a picture of the socket here.

Hi Alex,

I inspected the cpu socket and there were no bent pins. I reinstalled the cpu. Afterwards, I removed everything except the cpu, heatsink fan, one stick of ram and hdmi to my monitor. I then unplugged the PSU, removed the mobo battery, pushed the power button several times while connecting the metal leads of the battery socket with a screw driver. I then reconnected the PSU power cable and turned on the mobo with the onboard button. I got the b2 and 99 errors.

I did this entire process with the intel heatsink fan as well as the cooler master hyper 212 evo. Something I noticed is that after the error code switches from b2 to 99, the fan speeds cut down.

I wonder, could it be a fan incompatibility issue? If so, why wouldnt the cpu oem fan not work with the mobo? (half rhetorical question).

I also tried powering up with no ram, but I get error 53, incompatible memory. When I tried the one ram stick config, I switched between both sticks, as well as slots 1 and 3 on the mobo.

Just for kicks and giggles, I also tried powering up with a hdd that already had a working OS installed instead of the new ssd, and I noticed the boot device led would start up white but then turn amber once I got to error 99.

P.S. sorry for the late reply. The parts are at my friends house, and I have been traveling, so I have worked on the pc on 3 separate days, for a few hours each day.
