is my pc considred high end and should i upgrade anything on it?

amd fx 8350 cpu
msi r9 270x 2gb gpu
xfx 650 watt power supply
8gb a-data ram (2x4gb)
cooler master hyper 212 evo cpu cooler
gigabyte 990fxa ud3 motherboard rev 4
nzxt h440 case
samsung 850 pro 128gb ssd drive
windows 10

i only play at 720p currently but was wondering how good this build would do at 1080p resolution while gaming at high to ultra settings.

To game at 1080p Ultra settings you will have to upgrade a couple things but you will be fine. You will have to upgrade your GPU and probably your psu as well. The R9 290 or better will allow you to play 1080p. Depending on how old your psu is (how much effective power distribution its lost over the years) you may need a new psu. Really your system is fine for gaming at 1080p you just need a better video card and maybe psu to power it.

I have an FX 8370 @ 4.5 Ghz (everyday overclock) and Sapphire R9 290 Tri X. Most every AAA title I play at 1080p with 60+ FPS. The latest game I've been playing is Fallout 4 which I play at Ultra @ 1080p and am getting above 60 FPS with no bottleneck issues.
