Is it true that we can reduce energy consumption when power supply runs at 40-60%?

Here is my build
Intel CPU 2011 Core I7 5820K 3.3 GHz.
Asus X99-A ATX LGA2011-3 Motherboard
Zotac GTX750 Ti (2GB)
Super Flower Leadex 750W
Platinum Samsung 512GB 950 PRO M.2 PCIe Type 2280 SSD
CPU COOLER MASTER HYPER 212-EVO

So choosing 750w power supply would be better than 400-500 watt power supply right?

Not necessarily, but according to this review http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story3&reid=370 that PSU is very efficient between 150W and 600W (you system will draw less than 150W most of the time). If efficiency is really important, than a lower power PSU like tested here...

It depends on the efficiency of the PSU. look at jonnyguru.com or other testing sites for what the PSU does. most are at the peak efficiency around 40-60% load.
So yes power can be saved by getting the right model for your workload.

If efficiency is really important, than a lower power PSU like tested here http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story3&reid=446 would be slightly better at low loads (which obviously are less important than high loads).
