Need help with balancing gpu

I have been looking around for parts to build my first PC (i used laptops before) and i am going to use it for fairly heavy games (ARK:survival evolved, battlefield 4, and fallout 4) and i found a gpu that i thought i liked MSI r9 390. But recently when looking around guides i saw that i need to balance the cpu and the gpu otherwise i would be spending money on nothing. anyone got tips? (btw budget is 8-10k sek or around 800-900£)
