New computer build is refusing to power on after a mistake and two near POSTs

So, I'm a new builder, and I'm trying to build my first PC. I had the computer mostly assembled correctly according to the manuals and online resources provided by the manufacturers of the parts I am using... but I forgot to plug in the 4-pin for the CPU. I tried to start the computer twice, both times the case lights flashed on and the fans spun for a moment but nothing else happened (no monitor visual, diagnostic beeps, etc.). I opened the case, discovered my error and plugged it in and put it back together. Nothing, no fans, no lights, no beeps, nothing. I thought maybe I drained the 3-volt in the motherboard so I replaced it with the same battery type (CR2023) and voltage (different brand, I think it was Panasonic vs. Energizer). Nothing. I have tried booting with one stick of ram in either slot, I have tried booting without the graphics card, I tried breadboarding the system and sparking the motherboard myself, I disassembled the computer and took the case down to the studs and put everything back together again. Nothing. None of the parts appear damaged, nothing smells like smoke, and there were no incidents of sparks.

Note: I designed the system on PCPartPicker.com, the PSU wattage is more than sufficient for the system (284W needed vs. 430W PSU), I'm using a certified Intel Board w/ an Intel Processor that are known to be compatible, I've checked and re-checked my wiring and set up and according to everything I can find, it's correct.

Please help! I've worked very hard for this thing and I want to get it going!

UPDATE: Tried replacing power supply, still nothing when the power button is depressed
 
Solution
Turns out the MoBo had pulled a Col. Sanders on me. I replaced it and the PC started up on the first try. Spent two friggin days stressing over a bad board. Oh well. At least I know it wasn't me!
Try starting the board with only 24 and 4 pin power cables connected, CPU and CPU fan installed. No other components/wires attached.
Start it by shortly touching with a screwdriver the 2 pins on the motherboard corresponding to the case power switch. See if the CPU fan does spin.

THank you for your help, I was removing it and I saw a blown transistor, so I replaced the board and voila as they say.
