would either of these Pc's run games like black ops 3, mad max or Fallout 4 at High Settings and run them well?

#2 is much better, it can run those games, not necessarily at the high preset, but it can definitely run them fairly well.

#1 wouldn't run them at all.

These days, gaming performance is bottlenecked more by the GPU than the CPU. If you want to be able to play the games get a decent graphics card, and you can afford to cheap out on literally everything else (except the PSU...which is important to get right). I suggest a GTX 970, which is around 300 bucks more than your current one, but you can pull that money by getting a cheaper motherboard, going for 8GB ram, and a normal air cooler like the Coolermaster Hyper 212 evo.
And as a general rule of thumb, don't use dedicated graphics so my post only addresses No.2 as no.1 is out of the equation.

These look like pre-built systems to me. I would definitely recommend building your own if you can,that way you get the best value for money.

If I had to pick though, it would be #2 but with a replacement psu - the corsair cx models are bad and not built to last. Get an evga supernova (b2) instead
