High-end hardware, low fps and heavy stutter.

***Please forgive me if this is a duplicate/wrong thread***

The problem

Games that say i have recommended hardware (or better) run "poorly".
the games run just fine but after a while there comes a huge dip to sub-20fps and it never rises from there.

For example Borderlands 2, starts with 60fps (with dips to 55) and after 10 minutes its 30fps (with dips to 7)

Did more tests, easy to run game such as chivarly had the same kind of very heavy struttering issue. Almost every FPS has it.

Strategy games run fine, shooters don't. If that info helps anyone.

Any way to find out what part is causing my issues?

Edit : Low fps/stutter only happens while loading something new. Could my problem be harddisk related?
What solutions i have tried
-I ran MyDefrag on C: to defragment the disk. No noticable improvement
-I ran memtest, no errors
-Open Hardware Monitor says temps and clocks are ok (cpu temps around 30c at all times, gpu temps rarelly over 50c)
-I ran a Crystaldiskmark 3 times, results below.

-I started using afterburner to get on top of my gpu temps
-re-installed graphics drivers. No help.

Specs

AMD Fx-8350 @4ghz (8 cores)
Asus R9 280 top 3gb @980mhz
Xfx 550w pro
2x4gb kingston Hyperx predator memory
1tb WD caviar blue 7200rpm
Asus m5a97 r2.0 (no le)

Cooler is Thermalright HR-02 Macho Rev. A

Please help if you can, ill provide more information if requested

Edit : I know something is failing, the question is what is failing. Most of the hardware are 3+ years old excluding cpu and gpu, fixed the name of the psu
