So I've been looking at this on amazon:

Looks legit, seller is Microsoft, the reviews are mostly all good except for like 1 or 2 that say you have to be a registered refurbisher. It seems like the majority of the customers didn't run into that issue so is this a legit copy of windows 7 for the PC I'm building?

Seems legit, this is an OEM "version" which means it's tied to the motherboard after activation. If motherboard dies (or is upgraded or otherwise changed) this OEM "version" of Windows won't work (be activated) anymore. That's why it's cheap.

Refund or no, if it is a legitimate license, why did it not work?

It seems to be selling the exact same license key, over and over.
Not legit.

You can get it cheaper than that. I've been told the copy I have ordered - Windows 7 Pro 64-bit is legit and will install and activate (it does require a from-scratch installation on a blank hard drive, but I can live with that) and I paid £24 - that's $36. I won't know if it really works until the disk arrives and I have installed it but if it doesn't I'll let you know.

It sounds improbably cheap, but bear in mind that Windows 8 and 10 are both available for under £90, and Windows 7 is now an old OS; Microsoft have pledged to support it up to 2020 so it's good for some time yet.
