What can I do to make my PC run most games at 60fps on at least medium

Get a better CPU and motherboard. your GPU should be able to achieve 60FPS on medium currently.
Some games like Witcher 3 and Ark: Survival Evolved being exceptions maybe, as well as POSs like Batman: Arkham Knight and Grand Theft Auto 4.
