The Seasonic PSU I recommended is ranked Tier 2 while the NEX crap is Tier 4 and is generally unreliable.

620W is enough. Your PC will consume less than 400W actually.

Would you mind finding me a good build for $720 something or less with a monitor, mouse, KB that would atleast play like GTA V, Battlefield 4, The Crew, and like Black ops 3 on medium to high settings without lag? without mail-in-rebates!

The only thing I see that could be a pain in the future is the processor; if you plan on playing CPU intensive games like Arma III or Planetside 2, your performance will fall behind with that choice of processor. I recommend stepping up to an FX-6300. For about $30 extra, you will find better performance. Though you would have to upgrade your motherboard if you decide to buy the 6300. If you dont mind spending even more though, Intel offers superior performance per-core in their CPUs, and I recommend an i5-4690k. It would cost you around $240, but from a gaming standpoint, it crushes the AMD that you picked. To give you some perspective, single core performance of the 4690k vs 860k ------ 3,649 vs 2,478 (geekbench 3 tested). An i5 paired with the Radeon 380 will last you 7+ years. The EVGA Supernovas are wonderful psu's and an 80+ Gold certification will not let you down. Plus, power supplies tend to be most efficient at half throttle, and it seems that's where it will put you. Overall, very nice build I think.
 


No, an i5 + 380 will NOT last him 7+ years. Nobody knows what's gonna happen 2 years from now. Don't spit out in the darkness.

Arma 3 is better on Intel CPUs because it is heavily single-threaded game. FX-6300's single threaded performance is worse than 860k's. That was a bad suggestion based on the back-up you used. I would get the FX-6300 because it is a 6-core and will handle up to a GTX 970 (little bottleneck there) and because of its cores, it will last longer with more multi-threaded tasks. FX-6300 is also a good choice if you plan on heavily multi-threaded tasks such as video-editing, rendering, game streaming, recording etc.

Instead of recommending him an Intel i5 which is definitely out of his budget range, I would recommend getting an i3 system instead of the 860K system (or possible FX-6300 system) if you don't care much about multi-threaded work-load. In single-threaded games, single-threaded workloads, and EVEN in most multi-threaded workloads and games, the i3 will be better than the 860K thanks to i3's hyper-threading and single-core performance advantage.

Actually that is about $30 over my limited but my dad is willing to add me that so i really would want to get the Seasonic psu but i might just get that when im able to.

Is there any graphics card cheaper? thats about equal to the performance of the r9 380?
 
R9 380 stands a bit alone. GTX 960 2GB/4GB is up there with the R9 380 but falls behind around 5 FPS in games.

Also, I want to throw this out there but there is an older graphics card called GTX 760. It is equal to GTX 960's performance which is slightly lower of that of R9 380. GTX 760, because it's old, is not being sold anymore, but there is ONE BRAND that still sells new GTX 760's for uber cheap. Zotac GTX 760 uses a reference-like cooler so it may run hot and noisy but you can fix that by using software (read reviews). It's only $150!
