Please help me locate the bottleneck - i5 Skylake + R9 380 gpu

Hello! I purchased a PC for my girlfriend as a Christmas gift and it has many mini freeze issues in games like Dragon Age Inquisition and a few in Assassins Creed Syndicate.

The PC specs are like this:

1 x Motherboard: GIGABYTE H110M-DS2 DDR3, Intel H110, LGA 1151
1 x Case Zalman Z3 Plus (Black)
1 x Cooler CPU ID-Cooling SE-902X
1 x RAM Kingston HyperX Fury Red Series DDR3, 1x8GB, 1600 MHz
1 x GPU GIGABYTE Radeon R9 380 OC WINDFORCE 2X, 2GB, GDDR5, 256 bit
1 x HDD Desktop Seagate Barracuda 1TB, SATA III 600, 64MB Buffer
1 x CPU Intel Core i5-6400, LGA 1151, 6MB, 65W (BOX)
1 x DVD-Writer Samsung SH-224DB/BEBE/ SH-224FB/BEBE (Bulk)
1 x Segotep SG-D600SCR, 600W

I also added 2GB of ram on top to see if its any difference as i had a Hyperx 2gb sitting there. No difference of any kind.

Inquisition for example is on high not ultra, with some of the settings even lower. Its not that the GPU can`t handle it from what i see, when its not doing the small freeze its working fine, not the behaviour of a PC that can`t handle it.

I checked the temperatures with Hardware Monitor the CPU`s max temp was 50 Celsius. GPU was 65.

Is it the lack of a SSD? More RAM? I saw people with this configuration playing it on ultra on youtube and it did not stutter.(they did not list if they have a SSD or not)

In Assassins Creed Syndicate it barely does it when you drive a carriage fast... but barely if at all with everything on max.

What did i miss?

Are you sure? I don`t want to start changing everything 1 by 1... the video card runs AC: Syndicate at max minus the shadows that are only @ high very well 98% of the time. You sure it is to blame?

Youtube has people playing Inquisition on Ultra with an AMD fx 6300 and this card and its smooth while also recording...

I could go change it but i`ll ask again, you sure the video card is to blame for the milisecond fps drops?

I was missing things like the c++ redistributable, got everything i could now, even used IObit Driver booster to check everything is up to date.(everything was before too, just missing that one.

Also, for some reason, in the options, Mantle was enabled. As far as i know that is for AMD cpu`s so i disbled it, installed the redistibutable and ran around for 5 minutes with everything on Ultra, no stuttering of any kind now!

I will dare to ask one more question so i don`t make a new thread:

My PC(the one above was a gift for my GF) is an i2500k OC`d @ 4.2 Ghz. The GPU is now old, i only kept it as i was only playing MMO`s and it could max what i played but for single player games its outdated.

Should i get a r9 380 for myself too? Would it work well with the CPU or bottleneck?(my system has a SSD + HDD and 12gb RAM + a 550W RECOM PSU but they are 5y old just like the CPU and GPU)
