Unable to run games at 60 fps!

So i´ve got quite the rig. In spite of that, i don´t seem to be able to run quite a lot of games in 60 fps (maxed out i mean, of course), which i thought my PC would be capable of managing. Take for instance Grand Theft Auto V: if i bump up everything to the max, i only get mere 30-45 fps. BF4? the same, even worse at sometimes.

This are my specs:

CPU: Intel Core I7-2600 OCd to 4.3GHz
GPU: Amd Radeon R9 290x 4GB
RAM: 8GB DD3
Motherboard: Intel DH61WW
PSU: Sentey: EPP 750 Watts EPP750-PS

Is either the RAM, or the Motherboard limiting me somehow? or is the GPU just not powerfull enough?

Faster RAM will do nothing unless he is using an INTEGRATED GPU. The game he plays aren't even RAM intensive. His MB (http://ark.intel.com/products/54876/Intel-Desktop-Board-DH61WW) supports the hardware requirements. Thi is a matter of software settings

Vsync is disabled in both games. For the OC i got a friend of mine who´s way more tech savy than me to do it. I truly didn´t ask how he did it, but he offered to do it and i accepted.
I will check the temps in the meantime
