Final thoughts on PC? First Time.

Hello, I'm 17 and I'm going to be building a PC for sure, if everything goes well, in early February. When I receive my next check I should basically have enough for my gaming PC. I just want a bit of feed back on anything that I've chosen, I am a first timer like stated before so I want to make sure I'm getting a good bang for the buck,

Any parts i should alter or upgrade, I'll take any considerations.
Mostly going to play Minecraft, CSGO, BO3, Sims 4. Very new to the PC games realm tho

Also should I do mail in rebates, or just aim for the base total?

I would never myself bother even looking at rebates - it's a shady way of manufacturers promising to return some cash - sometimes they do, sometimes they don't.

Things I would change:
1) If you don't plan on upgrading your CPU to an overclockable i7, I would get a non-Z board. MSI H97 PC MATE or ASrock H97 4PRO are solid non-overclocking boards.
2) WD Caviar 1TB fails less frequently and is more reliable than a Barracuda.
3) Consider an SSD.
4) Nice case if you like it.
5) That power supply uses low quality caps so if you plan on putting any sort of heavy load on your PC (maybe with beefier parts), you will be disappointed. The PSU is not reliable. Get Seasonic S12ii 620 as your PSU. Right now, I believe, EVGA Supernova 750W B2 power supply (very high quality unit) is on sale for like $56 so that's an AWESOME option.
6) Consider an IPS monitor.

1) I choose the motherboard you said, as i don't plan on upgrading this cpu for 3+ years.
2) I'm debating on this one, I put in your choice into the build.
3) Is an ssd needed for an average gamer, most things I've read about this SSDs is the boot up time, but to me that isnt necessary
4) It's the blue theme :)
5) I'm not planning on doing anything but just average gaming. I should be alright ?
6) What monitor would you suggest for just around the same price?

1) MSI H97 PC MATE and ASrock H97 4PRO are solid mobos.
2) WD Caviar Blue for the win.
3) Yes, SSDs are only good for boot times - does not affect gaming performance but it is nice to have. When your BF map loads usually in a minute, with an SSD, it will take 20 seconds. When Windows loads up in 2 minutes, your SSD will do it in a quarter of that time. SSDs are expensive but are much faster than traditional HDDs. You can just buy a large SSD (like 250G) or buy a 120GB SSD for Windows and games and buy a 1TB HDD for the files, pics and vids.
4) It is a nice budget case.
5) I would still recommend staying away from the CX series - low quality - REALLY low quality. I would go with Seasonic S12ii 620.
6) You should prioritize: 1ms (seemlessly non-existent response time), but LN (standard screen - color shifting and stuff), or you can choose a monitor that is 5ms (standard response time - not many would notice the difference between a 1ms and 5ms screen) but has an IPS display (has pretty colors, awesome viewing angles, and eye candy).
