Many games use only one or two cores, and Turbo Boost gives its best when only one or two cores are loaded, so both CPUs will give similar performance when gaming on one or two cores. When the number of threads exceeds the available cores, the quad core CPU will generally perform better.
If there is a generational difference, as an i7 4xxx vs an i7 5xxx, the more modern chip will have about a 10% advantage in efficiency for each number higher. That needs to be factored in too.
