Low fps Hitman Absolution?

On ultra settings, with MSAA and FXAA both turned off, I can't get over 40fps, why is this?
System: Intel i5 4690K
Sapphire R9 380X 4GB
8GB RAM 1600MHz
1TB HDD
Running the latest Crimson Driver ver 15.12.

This system is way over the recommended settings and yet it doesn't run at 60fps, why could this be?

FPS is around 35-40.
Built the PC literally 8 days before the question.
My PSU is an EVGA 600W.
Normal FPS in other games, eg, solid 60 on Black Ops 3 with all settings maxed out.
1920x1080.
