What do I need to run World of Tanks at 60fps on at least medium graphics?

I just want to know what i could improve on.

My specs:
AMD Athlon X4 860K Quad Core Processor 3.7 Ghz
FM2a55m-vg3 motherboard
8 GB RAM
Windows 10 64-bit
AMD Radeon R9 380 Series 4 GB
1 TB Hard Drive

Will I need a better cooling system as I have a standard heatsink from AMD.

that should run World of Tanks, World of Warplanes, World of Warships, War Thunder and Armored Warfare at max settings for 1920x1080 at 60+ FPS

For some reason it can not even though I overclocked my gpu to 4.1 Ghz. I can barely reach it at low graphics settings. It usually stays around 50 fps. Do you know of any cpu/mobo combo that could help me that is around $150-175?
