GPU Usage fluctuating Please Help

Last night I put in my R9 390. I only got a few minutes to play it last night. So I got on today and I went to go play Battlefront. I set everything to ultra. I start playing and on some maps I am getting below 60 fps. I went and played War Thunder, set everything to Ultra, and at times it drops to 40-50 fps. And it isn't too much for my card to handle, because my friend, at a higher resolution, is playing Warthunder on a GTX 970 at an average of 140 fps. I went and checked my GPU load and it is fluctuating between 1% and 99%. I ran Furmark and I didn't have the fluctuation issue. By the way, my monitor is 1680x1050. Also my temps are fine. My GPU is staying under 60 degrees at all times. Thanks.

Well if I had to guess you are running into two bottlenecks first is your cpu, second is the single channel ram. Battlefront should do very well even with that cpu turn down msaa a bit if your on ultra it should run better however I have no idea how single channel ram is affecting battlefronts performance. War thunder should do better than that however what do you mean by ultra? You have everything in war thunder at max? Make sure your settings are the same as your friend and try again.

Everything was at max. And he has the Same CPU as me., and he also has single channel RAM. Also, I don't think my CPU would bottleneck Battlefront because I ran it fine before I upgraded.

I think I may have found a problem. When I ran Battlefront on my older GTX 750, I would be using about 1400 MB of VRAM. And I was not playing maxed out. On my R9 390, with everything ,axed out on Battlefront I am only using about 1100 MB of VRAM. I just RAN Fumark at 6400x4800 with 8x MSAA and my VRAM usage barely increased.. Dedicated VRAM was at about 400 MB and Dynamic was at about 50 MB.
