GTX 970 below 20 fps on games

ello guys i have a gtx 970 windforce and a i5 4690K and in old games like cs , cs go and bioshock my fps are low than 30 i check settings and even at minimum its stock at 30 or low

@Diegva, did you just get this GTX 970, or you already owned it and the problem just developed out of nowhere? I'm trying to figure out if you recently made any changes in your system. During game play, check your CPU core's utilization and temperature. And while you're at it, check the same for your graphics card. You can use HWmonitor or whatever tool you like. I'm lazy so I usually use task mgr for at least the utilization. I'd like to know your results to see if your CPU is throttling or some other problem. One other thing, what are your other specs, especially your power supply mfg and model.
