So my PC decided to give me a Christmas gift and didn't boot anymore for some reason. It gets stuck at qcode 13 (pre-memory cpu initialization) and static red cpu_led. It goes up to 19 (pre-memory pch initialization) upon pressing the magic MemOK! button:

Now, what I tried:
I can't find any reasonable explanation now, because I've never even moved this PC since I built it. It wasn't extremely oc'd, just some basic idiotproof built-in Asus uefi option which boosted it up to 4,1GHz with xmp enabled for ram. Temperatures never really exceeded 50C on cpu and 60C on vrm/pch. I don't believe in power surge either, because I invested in platinum grade psu and if that's not enough there's also a CyberPower ups before it, bought specifically for an active pfc power supply.
The question is how do I even rma all that if I built the rig myself and bought the parts from different stores (remember that Skylake shortage in September? Yeah). I don't even know which parts are actually dead :/

Now, what I tried:
■ took out gfx, unplugged storage from psu, basically left only mobo/ram/cpu
■ cleared cmos
■ refitted ram in many different configurations (a2/b2, a1/b1, single sticks in all sockets)
■ checked cpu for bent pins (I've heard some people had problems with huge/heavy radiators on Skylakes)
