8350 vs i5 3570k vs i7 4970k for server/gaming

I have recently decided upon making a plex/server build. I am currently running as follows for my main gaming/daily use build
I5 3570k
Gtx 980
Cx 600

I am wanting to make a cool and quiet plex media server that could transcode up to 4 if nessecary.

I have several options I got it boiled down to and I want some advice from the community. Here is what iversion considered so far.

Fx 8350 build, 8gb ram, good mb, and everything else for around $550.

Or a lower end skylake i5, 8gb ram, and everything else for around $630ish

Or completely upgrade my gaming rig and make the i5 3570k the server. By building this build
I7 4790k, 8gb 1866 ram, my gtx 980, and other accessories which would cost me about $800ish.

My budget was 600 or under but I could splurge if I wanted as the budget isn't too much of an issue since Im building around tax time.

Anyways, would the i7 4790k be over kill and a waste of money from the i5 3570k?

Also would you guys recommend any other processor opposed to the 8350 for the build if I stick with the i5 3570k?

Looking to take any and all advice. As I've been researching it all for a couple days and would like to make the best decision possible.

I posted some thing similar in the compenents section and it got no hits so I'm hoping posting here will get me some help. Thanks!

I would actually recommend going with the 8320E as it is an eight core CPU with a 95 watt TDP rather than 125. This will be useful for keeping heat down as well as long time server runs with the electricity bill. The FX series was also originally a server series of chips, and they have 5% better multithreaded performance than Intel (They do also have 5% lower single core performance).
