Okay, so we we're having problems with the computer but now It is fully put together and should be working now, But what happens is the computer turns on, boots off in about 10 seconds, I'm pretty sure It has to do with the windows OS, I had windows 8.1 on my old computer and it appears that this one isn't fully installed or something??? What Do I do?

So you built a new computer and it doesn't boot? Do you see the windows logo before it restarts? Did you reuse any parts? Are you attempting to reuse an old hard drive with an old copy of windows that was used on a different computer with different hardware? Because that probably wont work.

If there are any beeps from your motherboard, there is a possibility of a RAM/PSU/CPU problem. Try relocating your RAM sticks and check if your CPU and it's heatsink are in place. Does your monitor display anything when booting?

You should delete your old windows install on that drive and do a clean install of windows. The old os that was used on the other computer is going to have drivers and other pieces of software that will likly not be compatible with your new hardware, thats why its not booting.

You need the key for your old windows to reuse it. Its a 20 digit code of numbers and letters, it might be printed on a sticker attached to your old computers case. And even if you do have it if its an OEM key that means it is only supposed to be used once on a single computer it should not be moved to another one.

2 considerations - Operation and Licensing

Operation - That old OS install on the old drive will not work with the new PC
Reinstall the OS

Licensing - This depends on what license the OS is. Retail or OEM.
If it is an OEM license, that is indeed tied to the original motherboard. You may get lucky by calling MS and they 'might' let you use that license with the new PC.
But they are under no obligation to do so.
Where did that original install come from?
