Is it normal for motherboards to run at 3.2v all time?

It depends on what specific voltage you are talking about. Motherboards can use from 1v up to 12v depending on the component and needs. What are you using to read the voltage and what specific voltage is it?

The 3.3V running at 3.1V is a bit low but the rest look normal. What model PSU are your running?
I think the 1V from your ASRock board is for something different. Those are the three main voltages and as I said they look normal except the 3.3 seems a bit low.

Is it an Antec or what brand?
It is within +/-10% but typically you want your main voltages (3.3,5 and 12) to be +/-5%
