8gb of ram installed but only 3.97 is usable

I have 8gb of ram installed but for some reason I only have 3.97gb available. I have windows 10 64bit and the Bios does detect 8gb.

Any idea on what I can do?
 
Solution
Start -> type msconfig. Go to boot options and advanced and make sure that the check box limiting RAM isn't checked.

If that isn't the case, remove one of the sticks. reboot into windows. shut down. Re-insert the removed stick and start up again...hopefully Windows will now detect and use all of it. Make sure the RAM is installed in slots 1 & 3 in the motherboard to use as dual-channel RAM.

Mobo, CPU, DRAM model #(s) and what slots are they in - also what CPU cooler? If in slots 1-3 or 2-4 from CPU amnd a third party cooler, might well be the cooler is too tight in a corner or side throwing the MC (memory controller) off, loosen and snug down, screw tight
