Major HDMI display scaling issues on AMD video card

I have a absolutely garbage radeon r7 250 and just like every other amd video card i have used it just simply doesnt comply with hdmi and tvs. I have to manually underscan in every resolution and since i use multiple resolutions i have to change my desktop resolution to set scaling for that resolution. But recently i launched fallout 4 in 1280x720 and it was overscan bad so i quit and set my desktop resolutionto 720 and go to underscan and now it majically wont let me.

HOW DO I FIX THIS OR MAKE IT SCALE CORRECTLY AUTOMATICALLY LIKE EVERY NVIDIA GRAPHICS CARD I HAVE OWNED?

Can't you use maintain aspect ratio? Lower the resolution to see if you get those options back then increase the resolution.

Check your TV too for scaling options.

Maybe Nvidia had better scaling options, or perhaps missed the 'maintain aspect ratio' option Nvidia uses anyway. If you're adjusting aspect ratio on AMD software, check TV's scaling options isn't conflicting the outcome.

TVs have limited resolutions, they're not flexible like monitors so if you were able to get full screen without borders/zoomed with Nvidia it should be a simple software option, hopefully maintain aspect ratio is it. Forcing a certain resolution in games to a single standard might help.

Ok and those scaling options dont do anything and my tv has 5 different resolutions that all fit fine through vga or nvidia card and my tv only has 3 scale modes 16:9, 4:9, and dot to dot

Hitachi and it oddly wont let me switch from 16:9
