Is a CPU Cooler for an i5 4690k necessary?

I am going to upgrade from my FM2 motherboard and Athlon X4 760k to an i5 4690k and a MSI Z97 Gaming 5 Motherboard. I was wondering if a CPU Cooler is actually necessary if I am not planning to overclock currently but might in the future. I was also considering getting an i5 4690 and a H97 instead but wasn't sure if I was going to OC. If I SHOULD get a CPU Cooler, can someone suggest one that's A. Not a Cooler Master Hyper 212 Evo and B. Not water cooling.

EDIT: My budget for a cooler would be ~60-70 dollars

personally I Have a closed loop water cooler for my i5 4690k and it hever goes above 45c at max. i'm sure a stock cooler would be just fine untill you want to oc.

It is not necessary that you have an aftermarket CPU cooler if you aren't planning on overclocking in the near future. If you are planning on overclocking soon, WITH an air cooler, it all depends on your budget and what results you want to get with your 4690k.

You Don't Need A Cooler For That CPU Until You Start Overclocking, The Stock Cooler Is Fine For Stock Speeds. Id Recommend A Cyrorig H7 (I Think Its Called That) A CM 212 Evo (heheheheh) Or A Arctic Freeze Cooler. Those All Can Provide Decent Overclocks
