Computer made engine noise, turns on and off repeatedly, no display on monitor.

Long story ahead, beware. I've had this PC for about 3-4 years and about 5 months with a new GPU with NO problems, period. About a week ago after I got done playing a game, my computer made some terribly awful noises, almost like an engine revving up. Of course, my immediate response was to unplug it, take it apart, and see wtf was wrong with it. After looking I could only determine that it might have been some wires hitting the fan on my gpu (Although I don't think it was), and when I booted the computer back up it stopped making the noise. Okay, I thought, fine by me. I used it some more to play games on and watch youtube for the rest of the night, shut it off by power, cut it back on the next morning. I had to cut my power strip off for a moment to restart my router after it being on all morning and working fine, so I hit the switch and cut it back on. No display to monitor. I have confirmed that the problem is not the monitor, monitor cable, etc by taking it to a computer shop. Evidently they were able to bring it up, and they wiped the hard drive. After wiping it, they were almost through loading a new OS when it started having the same problem. It cut off, no display. I was able to load to the BIOS by taking it home and replacing the CMOS, but after cutting it back off and then on, all it does is cycle on and off repeatedly, never reaching the BIOS. I'm considering a new motherboard, as that's what the shop said was probably wrong, but I need to be sure before I do that. Could it be my RAM, CPU, etc.? And also does anyone know what the almost engine-like noise point towards as being the problem?

I found out from a guy who worked at Microsoft for a few years that it was most likely a shortage of the PSU that took out some other things with it. I can get it to boot to a BIOS after about 2-3 minutes of no display, so something still isn't right, but it doesn't restart anymore. I'm still going to replace the motherboard just to see what happens. Might be pissin in the wind, but it can't hurt with Newegg's 30 day return. Thanks for your response.
