CPU bottlenecking with optimized games

Hello I need help. I built my PC 2 weeks ago however my cpu usage is around 100% percent when I'm playing games It doesn't make sense to me I feel like I'm missing something here.

Here is my pc specs.

PS: I have windows 10 is that the reason why?. Also the games that I play is GTA V, Rome 2, and City skylines.

MSAA x4 could well be an issue, the 370 may not be able to handle it on that game. However, the OSD screenshot would imply your CPU is bottlenecking. Is the 's' series the one that doesn't turbo? Can you still go into bios and push the cores up by 4x bins each (+400). This may help.

I've opened GTA V and monitored it using task manager and CPU usage is for GTA V is 15% and memory usage is at 3.5 gigs.

Also when I play GTA V I opened up MSI afterburner cpu usage is for the 4 cores is 95-100% percent and the gpu is around 50-60%.

It shouldn't be this way right?

When you checked CPU usage and saw that GTA V was using 15% CPU, did you check to see which process was using the rest of your CPU?

The setting that I use is everthing on the highest settings except the textures

By the pictures, your CPU is only at 15% load...

Depending on your mobo:
Go into bios and into frequency settings
For each core set the turbo frequency 4 mulitpliers higher. So if one core is at turbo 3.5 set to 3.9.
Not sure if you can do that with the H chipset however.

But id be surprised if your cpu was holding you back....is there something else running that may be maxing cpu?

elder scrolls online
50-65% all cores

assassins creed unity
95-100% all cores

for task manager
all of the games we're under 50% load
