Solution
Overkill, but well under budget.

Unlocked i5 Cpu, motherboard and cooler complement it. Asus Radeon 390 is slightly better than an nVidia 970(most games, some games just favor nVidia), so that's included. 16gb's of DDR4 Ram, thinking future proofing here. 27" monitor @ 1080p. Also an IPS with good reviews. Standard HDD with SSD for OS and games. Pretty sexy case(my wife has one, and it's a pleasure to work on). Well reviewed, great price PSU.
